The Human Rights Foundation of the Plains (Fundahullan) continues working on its Human Rights platform called “Document the Victim” to monitor the coronavirus emergency and human rights violations associated with the pandemic. In this context, the organization received several reports and complaints from communities in the plains, to make visible the protests and the hardships of citizens seeking better access to public services such as water and domestic gas during the Covid-19 pandemic, which worsen the situation and make the people more vulnerable to the virus.

This record is based on information collected, analyzed, and provided by the investigative team of the Human Rights Foundation of the Plains. This report was obtained by the testimonies of people affected during protests or similar events. Fundehullan alerts of 11 arbitrary arrests in the Venezuelan plains. In this context, the directive of the Human Rights Foundation in the Plains denounced before the Commission of Domestic Politics of the National Assembly the repeated violations of human rights, especially the right to personal freedom and expression. Fundehullan’s legal team reported that these measures follow the same pattern of human rights violations that seek to imprison and silence members of civil society amid the Covid-19 emergency.
