Organizations and citizens welcome the agreement to collaborate in the response to Covid-19 between the two main authorities of Venezuela

Social organizations and individual figures wish to welcome and express support of the agreement to collaborate between the Health Ministry and the Commission for Humanitarian Aid of the National Assembly in response to Covid-19 in Venezuela. We recognize that this was a result of a complex process, involving much responsibility with the country, prioritizing over other reasons, saving the lives of Venezuelans, especially those who are in more vulnerable conditions under the Coronavirus pandemic.

Both parties have agreed to work in coordination and with the technical and administrative support of the Pan American Health Organization (PAHO), in the search for financial resources and the strengthening of the country’s response capacities to serve the population and protect health workers in the face of the pandemic. This is a fundamental agreement, at a time when the number of infections is increasing and whose spread begins to show a pattern of progressive growth similar to that of the rest of the world.

We consider that the approach taken is adequate in the agreed upon areas: detection of active cases of Covid-19 through laboratory diagnosis; timely and adequate treatment of the cases diagnosed; supervised isolation of symptomatic cases and quarantine of contacts; protection of health personnel; epidemiological surveillance; information analysis and situation reports; and risk communications for the adaptation of measures by the population, which could provide significant results in reducing cases and avoiding fatalities. It is imperative to build confidence regarding the management of the virus based on scientific evidence, which reduces fear and promotes prevention measures in the population.

In this sense, we express the urgency of eliminating all forms of stigmatization and discrimination against anyone affected by the virus or their approximation to it. The precarious situation faced by Venezuelans within the country and those who return requires dignified quality care, without stigma. The Ministry of Health is obliged to provide personal protection equipment and instruments for both health personnel and returnees in temporary shelters, as well as for people who lack the conditions to acquire them and need to go outside to obtain for their daily livelihood.

We want to insist on the urgency of advancing in a broader and more comprehensive response to the Covid-19 pandemic in Venezuela, with the World Food Program (WFP) to attend to the complex humanitarian emergency that seriously affects not only health, but food and vital services such as access to drinking water as well, areas where their intervention could be essential to save lives and contribute to the recovery of decent living conditions.

Finally, we ratify that, in the context of a health emergency caused by the Coronavirus, the well-being of the population must be put above any other consideration, taking into account the recommendations of the World Health Organization under the community transmission phase of the Covid-19: increase the use of mechanisms for coordination of the entire society for the design and execution of the best possible health response.
